When protests against the government were raised on the Caucasus in October, authorities did something they had never done before: cut mobile internet service to a whole geographical area. For nearly two weeks, tens of thousands of mostly Muslim Russians have been prevented from accessing social media sites and video through their smartphones. Unlike China, where the control of the internet is uniquely centralized, Russia has not yet an easy way to quarantine negatively.
